This document is intended to aid FNAP approvers, hosts, managers, and user facilities to best navigate DOE requirements for foreign nationals accessing the Laboratory. This includes new visit and user access requests, affiliations, and offers of employment.
- Submit your access request as soon as possible, but no later than 60-days prior to the start date or site access date for all foreign nationals. While these approvals may be faster for non-sensitive country foreign nationals, 60-days remains the recommended lead time for all requests. Please instruct individuals to wait until they receive notice of approval before traveling to come onsite.
- Do not cancel an open appointment or access request because the start date needs to change. Simply update the request. Cancelling and starting a new appointment results in losing your place in line for the review process, leading to delays. It also drives additional and unneeded staff work.
- When affiliate appointments need to be extended, do so as soon as possible. As soon as you know your affiliate’s appointment will need to be extended, or you receive a prompt to do so from HR, extend the appointment right away. Oftentimes appointments are not extended until after the Foreign Access Central Tracking System (FACTS) case expires. If the FACTS case is expired, a new case must be submitted and the individual will not be able to access the Lab until the new case is approved.
- For prospective employees who are foreign nationals, bringing them on site for an interview as part of the employee search process increases the likelihood that they will also pass a DOE review for a Lab appointment. Visitors to the Lab from sensitive countries get screened in a similar manner to those seeking an appointment to the Lab. If the individual passes a review for a visit, they have a very high likelihood of passing a review for an appointment such as an offer of employment.
