The rationale behind counterintelligence is that knowledgeable, aware employees are the key to identifying and preventing foreign intelligence and terrorist activities. Although Berkeley Lab does not conduct classified work or store classified information, employees and guests have a responsibility to report suspicious behavior that may involve foreign intelligence efforts or other inappropriate attempts to gather information.
We encourage Berkeley Lab staff to email the LBNL Counterintelligence Office about situations they observe or experience, either in the U.S. or abroad, which seem suspicious or make them feel uncomfortable. Of particular concern are attempts to solicit information about Berkeley Lab beyond what is publicly available.
Inappropriate interest in the Laboratory could be part of efforts by a foreign government to collect U.S. national defense or proprietary technology information, whether actually at Berkeley Lab or elsewhere. Similar incidents or inquiries about laboratory facilities, employees, or research programs could be an attempt by terrorists to target the Laboratory.
